That means your province — not your preference — determines your office. Someone in Winnipeg and someone in Toronto are routed to the same consulate, while someone in Halifax is routed all the way to Montreal, even though geographically that may not feel intuitive.
Why this creates real timeline differences.
Each office serves a different population and a different volume of applicants. A consulate covering Ontario and Manitoba draws from a far larger pool than one covering Alberta and Saskatchewan alone. More applicants against the same appointment capacity means more competition for booking windows — especially during peak snowbird planning season in the fall.
Toronto in particular has been described as one of the busiest Mexican consulates in the country, with wait times running several weeks during high demand periods.
